It's a features that comes with the cell phone. It's used alot for sending file stuff to other cell phones and the wireless headphones. If it's on it uses more battery power. I'm believe it's free

Bluetooth on cell phones is basically connecting a wireless headset that communicates from your cell phone to a headset microphone into your ear without the use of any wires or holding the phone. This is more of a safety feature and is free to use with no cost whatso ever, especially when you are driving.
