It smooths the cuticle of the hair follicle, making it shinier.
But it also makes your blood vessels smaller, so nutrients won't be able to reach your hair as efficiently.
Although I assume that smaller blood vessels thing, although true, isn't a significant enough number to change much and was just printed by fashion magazines to keep girls from abandoning the millions of hair products designed to make hair shinier.
As for skin, it won't do much more than make you cold.
But the first person did have a point: bathing in too hot water will dry your skin out and damage your hair. You should always bathe in warm or cooler water that's still comfortable for you.

I don't know that it does anything for the skin except make it cold. If you use too hot water on your skin, it will dry out though. As for your hair, the cold water smoothes and closes the cuticles to make all of your hair softer and shinier.

It closes your pores. Hot water opens (more dirt gets in, etc) For hair it shrinks the follicle so hair does not get damaged as much . I have been told from my hairdresser to wash hair in warm and rinse in cool. This leaves hair in it's best condition. As for the face, wash in warm, which allows the pores to open and dirt and oils to come out and rinse in cool which closes the pores.

its more beneficial to the hair shaft. heat opens the cuticle on your hair, and opens the pores in your skin. cold water closes the cuticle making it shiny, and closes your pores, making your skin look smooth.

I would prefer using hot water since it throughly cleans through the hair. Using cold water on hair gives it a sort of shock treatment, either making it puffier (more volume) or giving it a silky look.
