Ok, so my friend recently replaced the brake pads on his wife's Rav4 and noticed right from the beginning that the brakes felt really soft and that the car was barely braking to the point to where he has to reapply the brakes then the car stops. So he is wondering what needs to be done. He claims to have bled the brakes and re-installed everything correctly, but still has problem...

should note that there is fluid in master cylinder and rear brakes have been adjusted. Will look into it more but hopeful that these tips will help

The brakes were not bled properly.

Master cylinder empty?
Rear brakes need adjusting?
Still has air in the system?

sounds like you have air in the lines, if not, have the rear brakes checked and adjusted.

Either something is not adjusted properly, or it is time for a new master cylinder.
