the government does make a profit off it,
fines for possession, grants to the state if you go to jail for a long time. More cops are need to enforce the law. the more cops the more funding the state gets. if you get busted, you have to pay for drug classes.
also border patrol gets paid to let it slip though, custom agents are payed to not notice, and politians are payed to ignore the transport of it as well.
Its really easy to grow your own. if it was legal, no one would have to buy a pack cause we'd have it in our back yard. so it wouldn't be that great of an industry starting off.

Why is marijuana still illegal? That is an easy one, it cannot be effectively taxed and regulated by the government, unlike tobacco and alcohol. Violating the law makes you a criminal, plain and simple. While I would agree that possession of marijuana for personal recreational use is not even in the same league as murder, rape, or theft, it is still a crime in this country. You throw out a lot of information which could be considered controversial but do not say where you got your information. I would like some citations of your stats: "the jails and prisons in the United states are full of otherwise law abiding citicens who have done nothing more than the recreational use of pot" "we are still pouring countless billions in incarcerating and prosecuting american citizens for this" "something that is truly harmless" "the majority of people are for the decriminalization or legalization and reform of marijuana laws"

The government could easily make a profit off of it.
However, look at states that put the issue of legalizing it on the ballots. It always fails, so I guess the will of the people is for it to still be legal.
Although, most people seem to support decriminization.

It is illegal in MOST countries! Recent studies show that marijuana use does damage your health.
It is nothing to do with profit, as if it was legal, the government would tax it, and make a profit.

yes and no. it's a complex thing. on the local level the gov. dose make money,usually a conviction for small amounts gits ya probation,fines and probation fee's.and a good Chance you'll have a dirty u.a.(piss test) before ya time is up. that Ad's up to more probation,fines and fee's. if ya bail out the judicial system gets a cut of that.and if ya git busted for a large amount they probably get ya for sells. then they can take anything they thank ya bought from the profit's ya property ,ya rides,checking & savings accounts.and they can freeze this before a convition.that leve's ya with no money to hire a good shark,ya stuck with a publick definder,kiss ya *** good by.and even though it's illegel to sell it the feds do have a sell's tax on weed.then they can git ya for tax avastion back tax's and penalties and take what ever is left over affter the local boy's.and then ya got the drug cartel boy's that line certain pockits in D.C. to make sure it dose't get legalized. think about it if it was legal thier power and profits would would go to hell,thier stock would hit rock bottum so to speek. need i say more.

Okay, here's a little history for you. Durning WWI AND WWII marijuana growth was endorsed by the govt. it was used to make canvas sails and other items for the military. Cocain was the first drug to be made illegal, and the cocain users had a big backlash, so they had to make all other drugs illegal as well so they would shut up about it.
When it comes to all these, "because the govt. couldn't tax it" answers, think about this-you can still have a garden of fruits and vegetables in your back yard and the govt. doesn't care nor can they tax you on it.

Probably in Florida, Georgia or Alabama it is illegal.
But
In Alaska, Washington, Oregon, California or Hawaii, it s Legal.
