No, they're all pretty much scams. What you need to do is find an agent. If they ask for money up front, even for portfolios get up and quitely leave. They are scamming you! Unfortutunately there are very few legitimate casting agencies in the U.S. that aren't scams. You may have to try Canada, or Britain to find a legitimate casting agency. Good Luck!
