CRT monitors of 15" are probably getting rare, as larger ones have become so reasonably priced. BUT as one answer above noted, many laptops operate on screens around 14-15 inches. AND people who want the flat panel monitor but can't go $600 - $1000 for larger models end up with moderately priced 15" flat panels.
So the answer is: quite a few when you consider ALL screens

Resolution plays a small role.
As for the format size, it's a valid question. I know I for the longest time had a 15" wide screen, but upgraded to a 19" wide screen. But, most people I know...have laptops with a 15" screen. Formatting for a 15" won't hurt those of us that have wider/larger screens....but formatting for a big screen and having someone with a small screen experience the pages having that 'hanging off the side' feeling would drive me nuts.
My opinion anyhow. :)

15 inch monitor here.
1024 X 768 resolution at 120 dpi.
Hope you get your website to "play" correctly with the 120 dpi.
As people are getting older, more and more of us are switching to 120dpi to compensate for "older" eyes. There are too many websites that just can't get it right (or don't bother trying) :-(

The monitor size is absolutely irrelevant. The resolution drives what you need to do.
Go for 800x600 or there abouts. Even if people have big monitors, sometimes trying to read fonts smaller than that is a headache for most people.

Wouldn't you be better asking about resolution instead of inch size? And what is your target audience - you force people with lower resolution to scroll the screen or use the reduce function of their browser, but if detail is important make the choice.
