I don't have photoshop or anything special like that. Just a pencil, some pens, paper, and other writing utensils. What exactly is 'inking' and how would I go about doing it? Thank you to anyone who helps me. =]

Inking is a term from movie cartoons.
The cartoon is laid out as series of scenes and master drawings are made to show what the characters look like in different poses.
The scenes are drawn up in pencil showing each individual move and change during the scene. This is what you sometimes see when a film or video shows an cartoon artist at work flipping through several pages of paper, checking the position and movement of hands.
The paper is laid down and a plastic cell is put over it and the Inker draws in the proper details, ignoring the erasures and any background done for orientation.
The Painter then takes the inked cells and fills in the color, bringing the character to life. Meanwhile, other painters are making the backgrounds, which may be bigger than a single cell as when running through a house or down a street, over which the cells will be positioned for photography.
Because of this process, the black outline is considered a constant and part of the style of animated cartooning.

I'm an anime fan. In anime style artwork, especially artwork colored cel-style, inked lines are usually contour lines, denoting the outline of the characters, objects and the most important details contained within. For example, the line work on a character's hand would depict the outline of the fingers, and perhaps the fingernails, but would neglect to show shading, wrinkles, textures, or faint folds in the skin. It is up to the colors to show depth and texture. I'm sorry if this doesn't help
