Should be just fine, that's still plenty of room for your pet.

My mom has 2 gold fish and 2 frogs in a tank. But the only thing the frog should have warmer water than gold fish. My mom has a heater in her tank which they say is not good for gold fish but my mom's fish and frogs seem fine. You just have to make sure that the frogs get enough food, Goldfish are usually pigs when it comes to eating. A 1 gallon tank just don't seem fair to put the frog in they need room to move. But if he have the right temp water and food. I guess he would be OK I think she would be sad being in such a small tank.

"Housing:

The general rule for housing ADF's (African Dwarf Frogs) is that there is to be at least 1 gallon per frog. Therefore, 2 can be housed in a 2.5 or with a small peaceful fish, such as a neon tetra or a female Betta splendens. They prefer neutral to slightly alkaline water."

Your frog should be fine with the Goldfish as long as you give it a slow transition to the colder water that Goldfish need. They will not eat it... I don't think they would anyway...

I don't know all about frogs, but that is a big decrease. No room at all.
