I wouldn't reccomend it, but you can make tortillas by this simple recipe:
4 cups Unbleached all purpose flour
2 teaspoons Salt
4 teaspoons Baking powder
2 tablespoons Vegetable shortening
1 1/2 cups Warm water or more if needed
In a large bowl, stir together the flour, salt and baking powder. With a pastry blender, a fork or your hands, gradually work in the lard or shortening until it is all incorporated. Add enough warm water to make a soft but not sticky dough. Turn out onto a lightly floured board and knead for 5 minutes.
Divide the dough into 1/4 cup (3 oz) portions and form them into balls.
Roll each ball into a flat round about 6 inches in diameter and 1/8 inches thick.
Heat a large heavy skillet over medium high heat. Place the tortillas one at a time into the dry hot skillet; cook until brown on one side, then turn and brown the other side.
Remove from the skillet and keep warm in cloth towel.

Crepes are actually thin pancakes, although maybe a bit thicker than them Chinese tortillas. That's an interesting idea, though. But what you could do, is use pocket bread for your tacos, or make tortillas. That is if it's too hard to go get some.
I had tacos last week, and because they fall apart easily, when made with tortillas, I had to use two tortillas for one taco.

lol I think you might have a pretty good idea there !! lol .. Now if you cannot find a way to get your hands on taco shells .. I guess that would be a good way to go!?! go buy you some tortilla chips from the store & make a taco~salad !! "You'll like that !! ALOT too !! You can use Crêpes if you want, but I would reccommend making lettuce wraps. All you have to do is use all the ingredients you plan on putting in your tacos (beans, meat, cheese, tomatoes) and then wrap them in lettuce. You can also use Pita Pocket Bread. =)

HOMEMADE FLOUR TORTILLAS
3 tbsp. shortening
1 tsp. salt
2 c. flour
3/4 c. water
Sift dry ingredients together in a bowl. Cut in shortening. Add water to make dough. Take handful of dough and roll out on a lightly floured board, as thin as you can. Bake on a lightly greased griddle. Turn to brown.
