I want to open a restaurant, but I need your help! Can you please tell me what do I have to do, step by step, to get an approbation? Exactly where do I have to go, who do I have to talk with, what do I have to do, how much I will pay and how long will I wait?
I'd be grateful if you could give me any other helpful informations!

I'm not trying to make money with this, people! I'm doing this for other reasons! You don't even know how my idea of restaurant is.
First I'm doing it to bring a bit of fantasy into this bored full of reality world.
Second, I'm doing it for fun!
I know it's a lot of work in a restaurant, but in mine, not really...
Third, I'm doing it for experience... I'm trying different things, and by doing this I get whole new experiences, good or bad, it doesn't matter.
Fourth, I'm doing this for the people... It's fun to watch everybody's reaction to different things! I wonder what they'd think of my idea... If I ever turn it into reality.

hire a building and get a cook. then pay them properly and make a menu, advertise.

Since it appears that you've never been in business before, I would strongly recommend that you talk to a business counselor before you do anything especially spend money. I'd call the local office of SCORE (go to http://www.score.org and input your zipcode to find the chapter nearest you), the advice is FREE.

The counselor at SCORE will most likely advise you to write a business plan which is very good advice because it will force you to dig out all of the start up details and the costs of starting a restaurant and force you to also understand all of the aspects of this business including the customers you'll concentrate on (your market ) and how you'll get them to find out and want to come to your fabulous restaurant

The location of the restaurant is important but doesn't make it successful. To prove that all you have to do is walk down a street in your town where there are several nice restaurants all in a row and you'll find one or two that are empty while the others are very busy. It has to do with menu, ambience, and your reputation at the beginning and over time.

You also have to have food handling licenses, the right zoning, the right city and county licenses and permits and you have to be skilled at negotiating with your landlord about who'll stand the cost of the build-out or the changes to the premisies to make it ready for your look and feel.

You also have to worry about the normal business planning and management issues related to starting up any business.

The first step is find out if there is a mentoring program in your area that matches retired professionals with people wanting to start a new business venture.

You did not mention how long you have worked in food service.
If you have not, the real first step would be to get a job working in one for a few years. 80% of all new resturaunts close in the rfirst 6 months because people often have the misconception that it is easy work and you make barrels of cash when just the opposite is true.

once you get your building, you have to bring it up to code. complying with any laws that you need for food prep or selling.

your local government, council or who every runs things will be able to provide you will all the legal stuff you need to meet the laws to stay open.

in the UK the all powerful Health and Safety Executive, plays a big part. I'm sure a similar all powerful organisation exist in the USA.

Oh! Yea! One very important thing, Keep you menu simple.
Too many restaurants have gone bankrupt, trying to do over fancy meals. a few good popular meals, done well, will insure success
