A shiny Pokemon is really rare. You have about a n 1/8500 chance of finding a shiny Pokemon. If you're lucky, you'll see one in the wild with a different color.
If you have Pokemon Diamond/Pearl, you can get the PokeRadar after retrieving the National Pokedex. If you use it, and one patch of square grass specks with white, use a repel and go there.
If you have Pokemon Gold, Silver, or Crystal, you have a 100 percent chance of meeting a Red Gyrados, of course.
In all the other versions, you can only catch them by pure luck.

Shiny Pokemon are very rare and random ocurrances, catching them is the same than catching a normal pokemon it's just that the shiny has a different color. ( Go to Icefall Cave and catch Lapras until you get a shiny one)

Shiny pokemon randomly appear--they're rare. I *think* you catch them the same as other pokemon, but since they're rare, I recommend using any strong balls you have to ensure that you are able to catch it.
P.S. The above info is for Pokemon Ruby/Sapphire/Emerald. Not sure about Diamond/Pearl, but I'm 70% sure it's the same.

If you want to get it legally, it depends on luck. I mean I caught a shiny growlithe once after I had over 200 hours of game play. It takes a loong time. It is also veeery rare.

it is a very rare chance to catch one actually it is 1 to 870000 to find one and the bad thing is there's only one of it's kind so if you kill it no more shiny guy but if you have an action replay you can type in cheats to get shiny pokemon
