Great, me & my sister just lost a 5 dollar bet to my dad-lol...thank you for all of your answers.

In the shade in a well ventilated area with a roof over it and about 5 feet above the ground. Why the roof? Because you cannot take night time temperatures from any thermometer that is exposed to the open sky. Why? Because then you would be taking the temperature of the glass of the thermometer and not the air temperature. Why? Because the glass would radiate heat into the open sky but with a roof over it the radiated heat would be reflected back to the thermometer thus balancing radiated and reflected.

By international standard, the temperature readings are taken in the shade. If the weather man is required to take the reading in the sun, he would have to stop once the sun goes down below the horizon for the evening.

The thermometer is in a square white box with vents; what they're measuring is the free air temperature, so it's shaded so that the sun doesn't heat the thermometer, just the air temperature.

He's not reporting the wrong weather, he's reporting a forecast, defined as "predict or estimate (a future event or trend)". Therefore if he gets it within 10 degrees in an area that fluxuates a lot, then he's doing a pretty good job. It's the same when they say "there's a x% chance of rain", you'll never hear the 100% chance (unless it's currently raining) because it's just a prediction.
