Yes he is...very retarded. He was in my class at Yale...I can attest to his retardation. His parents had to meet with the Dean, every semester. I think they kept the school, financially solvent for years.
I also think, some of the respondents to your question are also retarded.
Of course, I am a brilliant genius, so I can make such a comment.

First, let's get the record straight.
1. George W. did NOT win the popular vote but, thanks to Florida, he is our president.so tough bananas.
2. He also, did not have the scores needed to attend either Yale or Harvard but, he didn't need them. His family did have the money to buy his way in to both schools. So there.
4. Yes, he does have trouble speaking English, and no, he can't read or write but, he does speak fluent Pig-Latin. ohsa oughta!
5. He had, had, had a BIG *** drinking problem but we can't punish him for things he did in the past. Right? Thanks to him, rehad in very chic and profitable business.
If his wife read your comments to him, he might get upset. So, be nice.

Nah. W has average intelligence. His(our) problems are threefold:
* W stayed drunk for 20 years.
* He is either dyslectic or has ADHD. Maybe both.
* Bush has never been a curious person. Despite his families great wealth he only visited, other than Mexico, a foreign country once before he became Governor of Texas. That was when his dad was the Ambassador to China. They say he only played tennis and never left the US compound.
