I do believe you need a permit to carry firearms/weapons/explosives unless you are specifically authorized to do so. I.e. have been declared appropriate for that type of activity. However, when filmmakers make films they often don't use actual weapons, just controlled explosive devices.

Usually the Mayor's office or the police chief's office! Keep in mind most Firearms used in movies are not the real thing.
They shot only blanks not live bullets. In fact if you try to fire a live round in them they will blow up in your face. All the sounds and scenes of bullets hitting are special effects.

It depends on the size of the town - small towns - the chief of police or sheriff or mayor - big towns have film offices that arrange the permissions for you

looks like the 2nd weapon you defined is a British made sub-gadget gun suggested as a Sterling MK6. the 1st one you defined looked like it grew to become into an MP40 yet if you consider which you realize what an MP40 is i assume it wasnt one.
