"Whoever collects the garbage" isn't actually allowed to possess property which has been designated as trash by you. Designation is implied by a garbage container.
If you throw something away by putting it OFF your property, then at that moment, it is abandoned, and may be claimed by anyone.
If you put garbage ON your property for collection, then it is still on your property, and yours until legally removed by the appropriately designated trash collector.
If you mistakenly or unwittingly threw something away, then you don't give up legal ownership (even if you never recover the item), and it is always yours.
Placing a chair on the sidewalk (public property) can be considered abandoned.
Placing a computer hard drive (with your social security number on it) in a garbage bag on your property for trash collection is designated by you as trash-only, and can not be taken as a claim by the garbage collector. It is his job to dispose of it properly (whether he wants it or not).

The moment you put the item on the curb, it is abandoned and is no longer yours. Anyone can come and claim that property as their own. If you put an old table out to be collected with the garbage, you give up ownership. Anyone can come by and pick up that table and keep it, as it is now their table.

When you put it in a garbage can at the side of the road, corner, whatever. Sidewalks are community property and are not protected.

some people are so selfish and cruel it amazes me, some people put a mattress and springs o the curb to be thrown away, this young man stopped to get them as he needed them , the lady at this house came running out and yelled at him to put it back she wanted the garbage people to pick it up, when he asked why she said she had paid for those things and she didn't want any one else to use them,she had worked and earned them ??? so I ask why is she so greedy can any one give me a real reason why some one would be so mean and selfish?????

I have always thought possession is 9/10 of the law.
If you have already thrown something away, you should not worry that someone else wants your "trash".

Depends on what you consider "mine". Some things (properties) are yours forever no matter what. You can't trash them or give them away, likewise nobody can take them from you.
