He was raised in Texas. From age 4 on, he lived in Texas.
Accents have a tendency to cement themselves in a person's speech when they are around 14. (My brother was born in Puerto Rico, but can't speak Spanish because he came to America when he was 2.)
In 1966, George HW Bush became a congressman when GW was at Yale. The rest of the family moved to Washington in 1966. Jeb was 14, Neil was 11, Malin Pierce was 10 and Dorothy was 6. They were all young enough to lose their Texas accents.

Perhaps because the Bush you hear is really more than one....
This Bush probably has several "stand-ins" for all occasions (I note the hair styling more than accent). Possibly a reflection of his fear of assassination (as reflected in his flitting from spot to spot like a flea on a dog...where is he today?).

To cover up for being unable to make a complete sentence or use 3 syllable words. He thinks it makes him seem like a regular guy. Regular guys shouldn't be president unless they are sincerely regular guys with exceptional educations. Pretend cowboys are suspicious characters. On his behalf, I have never heard him use a double negative. "Ain't got no". But then the "decider" always shows confidence in his decisions for some reason.
