The scientific answer to that is because your subconcious knows that you're going to tickle yourself, since it's not a reflex, and involves a message from the brain.
When someone else tickles you, the message is from thier brain, not yours, so your body isn't expecting it, and gets tickled.

It's because you know that you will get tickled and the tickling is coming from your energy and hand. But if another person tried to tickle you he / she would because you might not know they will tickle you but the main reason is because it's from another persons energy.

I think it's because when you touch any part of your body, you know where your hand is going. If someone else tickles you you don't know where. (I'm not sure, but it seems logical).

You can try but you won't get the same reaction because your brain knows it before you actually touch yourself, so you're sort of prepared for it!
