The phone system is on auto dialer so you have to say hello at least 2x before a live person answers.
I have reported them to the B.B.B. a few weeks ago.

That's a cell phone in Washington DC. Do you have some national secrets that someone might be calling you for?

See if your phone company offers a *69 service. In the US you put in that code after the call and it will give you the number for the last call. Also you can try putting a block on your phone so that unknown numbers can't get through.

I looked the phone number up in Yahoo people search, but that didn't get my anywhere. But I found this web site:
http://800notes.com/Area-Code.aspx/1-202
where someone else was complaining about phone calls from this number.
You might be able to block their calls through your phone company, or just ignore it.

its probably just someone bugging you...maybe you can report it to authorities and they can help you find out who owns the number or you can try to change your number..its a very spooky thing to experience..you better do something about it before it gets serious..
