Yes it can. If you jump while you are standing near a horse, the horse usually jumps and eyes you to make sure you aren't going to hurt it.

Horses are "flight" animals. Instinctively they will run first and decide if there is a problem next. I wouldn't suggest abrupt movements unless the horse has been conditioned to loud and sudden environments. Also, keep in mind horses are also "pack-minded". If their buddies take off running in a panic, they will (usually) join in on the action. Take care!

Sure can, horses are flight animals by nature and anything can cause them to resort to that instinct. I have had some pretty quiet horses or as they call them "bomb proof" but it is not true. Even they get spooked, by a sudden unexpected movement.

Oh yes. A plastic bag blowing in the wind can make a horse bolt.

Yes. Horses being prey animals, they instinctively spook at sudden movements. This reaction is compounded by their limited sight and numerous "blind spots."
Of course, the flight instinct varies from individual to individual.

almost anything can panic a horse. ive had my horse spook at buckets in the driveway, trailers, water troughs, etc, while things like tarps, flaming grills, and rabbits won't scare her.

If the horse is nervous or it doesn't know you, or is not used to that kind of behavior, yes.
