To get optimum mileage on a Ford Escape hybrid, you need to drive it with a very soft foot and accelerate slowly. The Ford Escape Hybrid uses the Toyota Prius Technology. Ford licensed the technology from Toyota.
So at low miles, the car is running on pure electricity for as long as the batteries are charged. This means in city driving, learn to drive so that you minimize the start up of the gasoline engine and try to anticipate slow downs.
My friend has a Ford Escape hybrid and he says gets almost 30mpg in the city but he's a light foot and drives for fuel economy.

The gas mileage listed on the sticker doesn't account for real-world driving. Running the A/C, agressive driving, jackrabbit starts, and driving in hilly areas still affect gas mileage. Plus, the car isn't broken in yet. Besides, the Escape Hybrid is supposed to get up to (note the "up to") 32 mpg in city driving.

All the posts so far are true, city driving with a hybrid is not all that different than a regular powered engine in stop and go traffic.

In stop and go traffic you use the gas engine more than the electric motor for acceleration. You must have the gas power going to provide the electricity.
On the highway you are mostly coasting so the gas engine can idle and provide eleectricity to the electric motor.
Try to avoid jump starts, this really kills the milage
