I live in a 1 1/2 story home with crawl space underneath, the house was built in 2001. ALso I live in North Carolina. My exterrior outlets (3 total) are not working and I am looking for a circuit breaker for them. They do not appear to be part of the main circuit breakers located in the master bedroom. Is there another location where it would be common to find these breakers?

go outside and see if there is a test/reset button on the outlets. if so press the reset button, they put those outlets where they might get wet, kinda like the ones in the bathroom. if that doesn't work i'd get a long extension cord and run it from your neighbor's house.

I assume you are asking 'is the outlet in the basement a regular outlet'? If so, the answer is Yes, but only if it isn't close to a source of water such as a sink, shower or tub. If it is close to any water source, the outlet would have to be a GFCI (Ground Fault Interrupter Circuit) outlet. It's basically the same as a regular outlet except that it is offers internal protection (typically 20 amps). Whether it is a regular or GFCI outlet, it is relatively easy to install/add. Just be positive the power is off and ... black wire to small slot, white wire to large slot and bare or green wire to ground terminal. Note: While a GFCI outlet will allow a washing machine to be plugged in, the constant high current drain will eventually cause failure of the GFCI outlet. This is especially true of front loading washers.

I would first check for GFI plugs or breakers some where in the house or outside all outside plugs need to be GFI protected so with the house being new there should be one some where check kitchen and other areas baths

those GFCI outlets are connected to which room they are outside of so therefore they are labeled as which room's breakers but first press the test/reset buttons and a outlet plug tester light(to diagnose any wiring fault) to find if they are working or not it the tester shows nothing after reset button pressed but you have power to the closest outlet plug inside the room means the gcfi is bad so shut off the breaker to that room and test it to make sure you have no power and go outside and remove the cover but do not remove the gcfi just yet get a probe tester and look for the wire connections on the side and touch them with the probe tester to make sure there is no power --if there have power it means it is connected to other breaker find it and shut it off -- also if they are not GFCI outlet which means those plugs are connected to an GFCI outlet it might be working normally but it is not delivering power to outside so you can check that also by pressing the reset button on the indoor GFCI and go outside and check it and if it has no power which means that GFCI is bad

its a gfi your looking for, gfi's are on a wall plug located in the bathroom or kitchen or laundry room or even outside on the plug...they normally control all the plugs that can get wet, thus there by a water source.
good hunting..also gfis do go bad so if it doesnt stay on after reseting it then it could be bad.
