I'm only 12 years old and I have a 40F. My mom is short and fat and only a 34A! I am short too, about 5 foot 1, and weigh 140 pounds. I feel so insecure about myself and they hurt me, but my mom refuses to let me get breast reduction. PLEASE HELP ME!!

First you need to be professionally sized. Most department stores provide this service. The correct size bra can make a world of difference. Then understand, that a breast reduction is not a good idea prior to having children, You are not finished growing and your body will go through many changes over the next few years. I was always large and changed shape and size many times after each child. I had my reduction when I was 40. I am 4' 9". When I was married I was a 38D. After my two girls - some 13 years after- I was a 38F and not from weight gain - just my body changing. My 14 year old daughter is 4'10" and is a 36DD and very proud. She is not over weight so they are very apparent. So go be professionally measured and purchase a good bra with support.

Alright, first BREATHE. In and out, in and out.
Don't worry, you're still young..your body is going through a lot of changes at this time. Most girls stop growing by about the age of 18. You will adjust to the changes as time passes by. If you feel insecure, talk to a friend or a really close teacher. Hang out with your friend, go to a movie, or have a water balloon fight. There are millions of teenagers who go through this everyday. I know a lot of insecure people and it is nice to let it out by talking to someone.
Also breast reduction is dangerous at your age. EPP, you don't want to develope brest cancer later on. Wait until you're 16 or 17, your persepective might change and you'll learn to appreciate your physical appearance. You can also reduce your brest size WITHOUT sugery by shopping for the right size of bras. There are some size of bras that can make your brests look smaller. For your age YES they are huge.
WHY does your mom not want you to get a breast reduction?
Is your dad in the picture? Try to get a female adult (aunt, nurse, etc) on your side and talk to your mom since you have back pain.
