Let log mean log base 4 in the following:-
Assume question is:-
log (3x - 1) = 3
3x - 1 = 4³
3x - 1 = 64
3x = 65
x = 65 / 3
However if question is:-
log (3x + 1) = 3
3x + 1 = 4³
3x + 1 = 64
3x = 63
x = 21

I'm assuming your expression

log4(3x=1)=3 is really

log4(3x+1)=3 since = is shift-+

since the base of the logarithm is 4, raise everything to the power of 4.

4^log4(3x+1) = 4^3

3x+1 = 64
3x = 63
x = 21
