the best eyeliner..is by MAC.
if your asking what colors,well you have blue eyes like me, so use browns, greys, or blacks. it really makes your eyes look pretty and pop more.
use opposite colors of your eyes to make the best look.

Hm. Well, I can't be 100% positive if these will work for you, but these few eyeliners that have become a daily ritual for me!
BEST DUO:
Almay Bright Eyes- It glides on easily, and you don't have to go searching for a second color because its already on the other side!
BEST PENCILS:
Jordana- At first I thought it would smuge or the pencils would break because the products are very cheap(only $1!!), but when I tried it, it went on VERY smoothly; and it was incredibly easy to put on.
BEST LIQUID LINER:
Revlon Colorstay Liquid Liner-
The brush is shaped perfectly and you can apply the liquid so it is thin or thick. The color I used(Icy Black) also had a subtle sparkle, making it a very good eyeliner to use when you're dressing up. It also comes off easily if you mess up.

P.S. I mostly use black eyeliner because I have Redish-Brown eyes, so the recomentdations for the eyeliners were made for the color black. I can vouch for the pencils and the eye duo, but I'm not sure if Revlon Colorstay Liquid Liner comes in colors other than black.

Mary Kay cosmetics has the BEST eyeliner. Not many people realize it, because it has been recently formulated and upgraded to be waterproof. It is unbelievable. E-mail me and I can put you in touch with my consultant so you can get a sample of it.

Mac eyeliners are the best! I love Mac powerpoint, they have many different colors, they last all day and night you don't have to worry about re-applying constantly.

I don't think Women look good in eyeliner.. It looks weird .. Plus the guys don't like it either..

Bare Minerals makes powder eyeliner, and it is so awesome. It is easy to apply ans last for longer than any pencil, and it is gentle and non-comedogenic, so it is okay for any skin type.

MAC eyeliner...definetly. its reamy enough to use, and soft for sensitive skin. its usually $13 though,. but they have alot of different colors and types of eyeliners. i LOVE their color called "teddy" its kind of bronze-ish and looks really good :]

When I started to use eye-liner I SWORE by Almay eye-liner. I promise you, you wont waste ANY money on anything more designer or anything less because if you want something that has rich color and stays on forever, this is it!

get the kind that clicks, not the pencil. i like unstoppable eyeliner. i can't think of the brand though.
and if you meant color- black is always good.

I use the tip of my mascara wand to line my eyes. It does not wear out and stays all day.
