Unless they told you you would hear immediately and the deadline has passed, that isn't too long. They may be dealing with hundreds or thousands of applications. It is possible that you have been wait-listed, and they are waiting to see if someone else drops out, or your application may be seen as marginal, and they are hoping for stronger applicants before deciding to admit or reject you. If they didn't tell you that you wouldn't hear until a certain date, you do have a right to check with them to find out the status of your application. Don't complain; just say that you wanted to check on the status of your application.
