If your assumption over renewed contacts concerning freedom of the press was acted upon there wouldn't be any FOX network at all. I don't care about Venezuela primarily because it has nothing to do with what is happening here in America. There are dictatorships and Communist reigns all over the World outside the US and anything they are doing is still news.

The government in power legal or not will give licences. just think on what is the first thing taken over in the revolution.
1. The presidents palace
2. The Radio and TV stations

neither the British or US government can grant licences outside their own territory although they might like to try

People should be able to pick and choose what they wish to listen to. At least freedom of speech still exists, but I'm beginning to wonder how long that will even last.
