Bill Haley and His Comets may have been the first band that managed to whip up a media frenzy using the term "rock and roll."

there have been debates on what could be considered rock, from what I know Chuck Berry was probably one of the first rock musicians though you wouldn't really call him a band

but Rock was just another version of the blues when it started so you would have to go way back there and ask who was the first blues musician

since rock started with african americans, you would have to go back to the 50's with chuck berry and little richard. before everyone else started covering their songs.
