If it's his own business, he has the plow at home. If it isn't and the storm is that bad that the first guys who are there before the storm can't get it all cleared, the guy on the previous shift will make sure his replacement's street is plowed and pick him up if necessary. Those guys get called into work before the storm really starts and work incredibly long hours. If they get to the point where they need a shift off, they'll do whatever it takes to get help.

He drove the snowplow. whilst the climate report provides for undesirable climate, the county or state whichever the guy works for tells him to take the plow domicile with him for an early initiate whilst the snow and ice starts to fall. Oh, if this guy works for the county or state, there is a lot seasonal artwork to bypass around. Gravel, paving, mowing, tree removing ect.

heres a couple even better questions: who delivers the mailman's mail? who delivers the pizza man's pizza? there's a lot of dumb question with no answers out there. well i think you might be able to find out the answer if we ask the pizza man, the mail man, and the snow plow guy. but those are all realli dumb questions that i can give a lot of dumb answers to. lol

They actually arrive to work ahead of the snow using their own cars.
Most are 'on call' and are summoned when snow is forcast.
