If you are a spouse of a Filipino national the answer is NO as long as you do not intend to stay for longer then 56 days. I am married to a Filipina girl and so I did not need a visa. However, I overstayed by a couple of days and at the airport the authorities allowed me to leave on the condition I pay the required fee when I next return. ---- Whatever anyone says here at Yahoo Answers your best bet is to contact your nearest Philippines Consulate.

You are allowed a stay of twenty one days without a visa.
However you can obtain a visa extending your stay either from the Philippine Embassy, you must pay the fee in cash, and have two 2" x 2" photos, you will fill in two forms, you leave your passport in the morning, and collect it in the evening.
Alternatively you can go to the Bureau of Immigration in the Philippines, and extend it there, paying the appropriate fee. You will not be allowed to stay beyond one year, but you only need to leave the country and return, to start from the beginning. A trip to Sabah or Hong Kong perhaps.
If you arrive at the airport having overstayed your twenty one day visa, they will ask you for the money, plus administration and waiver fee, this used to be P500 P300 P10 a total of P810, but it will have gone up by now.

Enjoy your stay!

Hotels have couriers who will take care of visa extensions.
If you want residency, ask again, and I will reply on that count.
