The special characters are all available if you know the right "code". This link has all the standard characters:
http://ascii.cl/htmlcodes.htm
Use the HTML Number and replace "&" with your Alt key and "#" with 0.
For example, hold your Alt key and press 0235 to generate "ë". These symbold work in most programs, but if you're in Word just go to Insert Symbol and pick what you want from a list.

I believe there are a few ways to do this, but I would use Windows Character Map. It is accessible from the start menu under Programs, Accessories, System Tools, Character Map. Then You select the character you want, copy it, and paste it into the word processing program.

In MS-Word, when you select format option, fonts are available which includes Times New Roman, Ariel, and Symbol etc. There are other programs too where such fonts are available.
