There's not really such a thing as a "neocon", but I'll play along for the fun of it.
It depends on what you mean by "worst". Most dangerous to the American people? Killing the most of their own citizens? Biggest danger to the entire world?
On all of those counts, Ahmadinejad wins. He's a lunatic. He has said repeatedly that he will wipe out Israel. He supplies weapons, money and training to terrorists. And he has said he wants to bring down all of western civilization.
Castro's day has come and gone. Cuba isn't much of a threat to anything or anyone.
Kim Jong Il is a crazy baby who just wants attention.
I'm gonna say that Ahmadinejad is so dangerous he should fill the first four slots. I'd give the fifth slot to the leader of Syria (sorry, can't remember his name). Unless Hillary wins, then I'd give her the fifth slot. Just kidding. Sort of.

Kim Jong Il: A nation that is historically rich and powerful for its size is currently starving itself to death in a repressive military state that spends more on threatening to destroy its neighbors than it does on anything else.
Castro: A nation that is historically rich and claims 100% health coverage doesn't mention the 50% indoor plumbing rate of the rural population. Freedom of thought & speech = nonexistant, more political prisoners per capita than anywhere in the world.
Ahmadinejad: Ironically, he reminds me of Bush... A LOT
Mugabe: Record-breaking famine and starvation, inflation nearing 4000% and 80% unemployment. Did I mention that 10 years ago Zimbabwe might have been considered a model for African success?
Chavez: Not quite there yet, but he seems set on failing his country. Shuts down opposing media, turns a record-breaking oil industry into a state program that requires taxes to run, we're starting to see reports of educated and intellectual Venezualans fleeing the country at every opportunity. Give it a few more years.
I think Bush and Putin could easily find their way into the top ten, and I don't doubt they're just as power-hungry as any of these other guys, its just that the society keeps a few more limits on them by being able to speak out freely. But I'm not a neo-con, just some kind of conservative libertarian constitutionalist with no official representation.
