In The US alcohol is viewed entirely different than other places in the world.

this is a good question because what do you consider underage?
america - 21
england - 18
europe - young children drink wine at the dinner table. (most of europe do not suffer from binge drinking youths)
the fact is, we choose an age we dont want our kids drinking for the good of them not because it hurts anybody else, so why would you severly punish someone thats only hurting themselves anyway.
kids will always drink and the reason is, there told its not allowed.

Sorry but I think your ideas of stricter penalties aren't strict enough. I think they should lose their license until they are 21 and have to pay a $1000 fine for driving under the influence and if it's repeated then it needs to be doubled and jail time MANDATORY.

The overage drinkers are responsible for underage drinking and the root must be struck for tangible results!
