It's quite possible you fish has ich, but if so white spots should be visible all over the fish, not just on it's head.
I would suggest this is probably the start of Hole in the Head disease. Here's a link that can help you understand and treat this disease.

It could be a couple things. Ich...a.s someone else mentioned. This looks like little white specs of salt and is often over the entire body and fins of the fish. this you can treat with an ich remedy like "rid ich" that you can get from your local fish store. Be sure to continue treatment for 12-14 days even if there are no spots left on your fish. This is a parasite that goes through a life cycle and lives in your substrate. The only stage it can be killed in is the freefloating stage. This stage actually occurs before you even see the cysts on your fish.
The other possibility (since it's an Oscar) is HITH or "Hole in the Head". I know...the name sounds stupid...but that is literally what it is. It Appears as a couple white sore only on the top of the fish's head. The holes continue to get larger if left untreated and eventually it is deadly. There are medications to cure it, it takes a long time though. HITH is mainly caused by poor water quality. Oscars are dirty fish and need overly adequate filtration. Re-evaluate your filtration on your tank as well as your water change schedule.
Also....I hope you have a huge tank for that fish. Oscars get to be 12-16 inches. He'll eventually need a minimum 100 - 150 gal tank...just to keep the one Oscar.

hey i cant be to sure as goldfish have white spots on their heads when in breeding condition i dont no if the same with oscars if its not its a disease called white spot or ick a remedy can be bought in a pet store but this is only if youve caught th disease whithin this first week otherwise she a goner
