Replace in sets of two matched or complete set of four new tires of recommended size in the owners manual on posted on the door jamb. For the majority of people this is the best way to make sure the ABS brakes work properly by keeping the car just as it came from the factory. Changing sizes can make problems...

No, fix a flat is not dangerous to use, but it does not always seal and is really just a temporary fix. I suggest you take the tire off and apply a soapy water solution to it to find the leak. It will show a bubbling where it is leaking. Get a tire plug kit from the auto parts store. Plug kit is probably cheaper than the fix a flat any way and it is very easy to use. Plug kits only cost a few bucks. If there is a nail or something lodged the the tire remove it first. Instruction are on the kit. Make sure it is a leak in the tire itself and not the mating between the tire and rim. You can use the same soapy water to see if it is coming from the mating surface. When mounting a new tire I always use soapy water to make sure the tire seals properly on the rim. Some times dirt gets in the bead and you can clean it out.

This is a indication you have a tire that the inner layers are separating. Only cure is get a new one. Better yet, get two new and put the best one that is on it as the spare. That way you can have two new tires on front. If a rear tire blows out, you can correct it easier than trying to correct the car if a front tire blows out.
If the scalloping is all the way around the tire, it could be due to being out of alignment with possible bent or wore out parts.
I don't see where the 3 points on the license comes from. About all it would get you around here is a ticket for driving an unsafe vehicle.

A bulge would probably indicate a broken belt for which there is no fix. A flat spot caused by sliding the tires,AKA E-brake,is probably not fixable either.Years ago ,Recapping shops had tire truing machines.Haven't seen one in years.

Just an interesting note.
If the car has been parked for an extended period (several weeks) the tires will get deformed a little and simply driving it should make it all better.
If it's a daily driver, buy a new tire or live with it. There's nothing you can do to fix it.

buy a new tire is the only way, you can't fix a bulge as thats a tire malfunction.
