Solution 1: chew gum(or get some one with out false teeth to)and distribute evenly over floor.hopefully this leads to speedy being caught in "traffic jam"
Solution 2: get your children/granchildren/nieghbors children to catch him. you could even charge for babysitting in case of the latter option
Solution 3: use the money from babysitting to buy a cage: DONT let him out
Soluton 4: go to the park and steal the half blind senior dog-walker's dog's leash. for when speedy wants to come out of the cage for a run

Open an umbrella,then hack-saw the handle off and superglue the canopy to your back...then you can pretend to be another tortoise...get a piece of lettuce and chuck it to the other side of the room and challenge him to a race,then as he's whizzing past you on the home straight grab him!(bet you never thought of that one !)

Get one of those turtle whistles that sound like a female turtle in heat, that will work every time!

try making noises that a carrot would make, then you might have more success.
The other thing you could try is to super glue all of its feet to a piece of wood so that it cant wander off, this way you can give it all the love you have when ever you feel like it.

what you can do is have him give you a mile head start and by the time you get moving he will have caught up with you and you can catch him. You want to draw your turtle try a red string
