Add more RAM - its the fastest, cheapest and most effective way of speeding up a computer.

If you have less than a 1 GB of memory, then its probably not enough and will affect your speed.

If you computer spends alot of time reading its harddrive (that buzzing noise) then thats a good sign you need RAM

That said, if your computer is over 3 years old, then there probably isn't much you can do.

Theres a million things you can do. It depends what you want to be faster (installations, applications, internet) Generally buying more RAM (random access memory) will help your computer manage applications faster. Make sure the RAM is compatible with your mobo (motherboard)
Other than that, a faster processor (will be expensive) A faster HDD (hard drive disc) could help eg 16mb instead of 8mb.
Best of luck!

you can start with this:
Remove temporary Internet files.
Remove downloaded program files (such as Microsoft ActiveX controls and Java applets).
Empty the Recycle Bin.
Remove Windows temporary files.
Remove optional Windows components that you don't use.
Remove installed programs that you no longer use.

and after all that delete everything from your "prefetch" folder and then defrag your hard drive
