rotors are warped if you get the shake when you hit the brakes and when going at highway speeds you get a vibration it's a bad wheel balance, get the tires balanced on a spin balancer as it will also show if you have a bad tire where a belt has shifted.

Warped rotors caused by somebody tightening the lug nuts with an impact gun with a regular socket and using a torque stick (proper stick that twist at certain torque value). Not using the torque stick, the clamping force is uneven and as the rotor gets hot, it will start to warp. If the clamping force is the same on all 5 lugs, warping of rotors are less likely. From 99 to 02, the Grand Am's, Alero's, and Malibu's were kings on brake pulsation complaints. In 2002, Gm sent a bullention that during the warranty period, the lugs need to be tighten with torque sticks. Since 02, I have seen the brake pulsation complaint drop considerably.

Roters are going to be the problem. You wont be able to turn that out just go buy new ones. I have never had luck when it shakes the wheel that much. You can turn out ones that have a slight vibration. Jack the car up grab the tire and move it see if any play in the steering linkage. Fix what ever has play in it.

13 year old car could have worn ft end parts. First have the brake rotors measured for Minium thickness and discard if to thin...then check if thick enough to resurface RUN OUT warpage and THICKNESS VARIATIONS that feeling just before the car stops like the brakes are being applied unevenly. You may need expensive parts replacement. Only allow good people work on your brakes. Good luck

I received a 1996 Grand Marquis with only 40,000 miles and from lack of use .. the rotors were pitted, warped and shimmed, shaked when I braked
I replaced them
now? smooth as could be
