it would be easier to help you if you told us whether you were east, west, north or south of the city because you have received some great suggestions.
michigan has five great lakes and the detroit river so there has got to be somewhere you would be ok with. have a passport-travel to Canada and take in the water.
Almost every body of water is going to have its problems-known and unknown. want the real deal-visit during the day or early weekend hours when the talkative locals are about
with west nile on the prowl i dont swim in any water without chlorine!
go to the states website for some good ideas and check out the website for the county you are in-wayne,oakland or macomb. When you do the search for your county make sure you add Michigan because all of these counties exist in at least one other state. There is also a link to all of the counties from the states website.
On another note-take a trip to Belle Isle Downtown Detroit-it is absolutely beautiful and is the biggest park owned by a city (bigger than Central in NY)! Yes the bathrooms could be better but i havent been to a park where i love the bathrooms :-)

I live in the Port Huron area and commute down to Roseville every day. There are some ok beaches in Port Huron or just North (you may want to check out Lakeport State Park); most of the beaches like MetroBeach or Stoney Creek aren't as nice and seem busier since they are in the metro area (I lived in Macomb County most of my life). A beach that I was really impressed with when I visited last year was in Lexington, Michigan which is a small town about 1/2 hour north of Port Huron; of course the trip is probably over an hour especially with construction on I-94 and Gratiot. Again though if you are going during a weekend it can be busy. Otherwise most towns North of Port Huron have decent public beaches. You may also want to check out the small, public beach at St. Clair Shores. Feel free to shot me a message if you have any questions.
Oh, the fact that you are downriver really changes things. Aren't there some public beaches along Lake Erie @ Luna Pier? It's been a few years since I've been down that way. Otherwise, it looks like nearly everyone's suggestions are well over an hour drive (except for Belle Isle, etc.). Check out Monroe County's web page below(specifically the parks/beaches).

Beware Metro Beach has had syringes wash up on the beach in the past but I think that has been resolved. Metro beach has also been closed in recent years because of High E Coli levels (!). You may want to try a wave pool or one of those hotels with an indoor water park (Big Bear Lodge)

The best beaches in Michigan are on lake Michigan. Check out Grand Haven, Ludington, and Muskegon. As far as over here, I would agree with Bishop lake, and say check out Sterling state park in monroe. Lots to do at either one especially if you have kids. Be sure and bring bikes if you like to ride.

Try metropolitan beach in Mt Clements. I forgot exactly how to get there,but anyone you ask will know exactly how to get there. I am surprised you haven't heard of it....I know the street you take is called Metro Parkway.
