yes. Many copter services in Las Vegas. Remember that you can also be over Hoover/Boulder dam in just a few minutes. so don't limit yourself to just Las Vegas.

I don't see way not. I would find out if there is a special helicopter that is wheel chair ready or if she could be put in just a regular seat before making reservations.
