Regretting something you didn't do, by far. We all make fools of ourselves--but it's how we grow and learn. Most of the time we avoid doing things that tempted us at the time, all we can think about is the "what ifs."
Of course, it's situation-dependant. Cheating on spouses, for example, is something that I won't regret NOT doing. Deciding not to steal merchandise in stores is another. So, it's entirely up to the situation.

regretting something you did, because if you hadn't done it, you wouldn't of regretted it as much because it would have been a stupid thing to do anyway.

I would say regretting something you did because, theoretically at least, you might have a chance to do something you didn't do, but you can never undo something you did.
