Why don't you try recycling your gray water? Put in into the cistern. Make sure you only use half flush if you have it. If you don't, it might be an idea to have it converted to a dual system: full and half flush. There are other ways to minimise the amount of water used when you flush. Why don't you speak to a plumbers' supplier for suggestions? Or, you could check it out at an appropriate site on the net.

Flush once a day to avoid unhygenic conditions and smell.

Do you really need to save water that much? I would think flushing your toilet is a must. Try saving water other ways i.e. stop washing your car. Save your neighbours, flush your toilet!!!

If you're amerikan you don't care about sparing anything anyway so flush, flush twice and thank your funny little god for having running water at all.

i understand that saving water is a good thing the only problem it should not affect your life especially with the smell and at this point the hygiene so i would save water in other ways and pick up the suggestions of the people that told you to put a plastic brick in the tank.

layer of oil ? would go to the top and create a barrier over the water ? just a guess

I'd have your landlord check it out- could be a sewage back up somewhere in the lines and the gas could seep through the toilet, sink or bathtub.

to help save on water add a gallon milk jug filled with water into the cistern and you save about that each time you flush.
