basically its a crack house that the owner is trying to get rid of. same as a "Handyman Special"

When the builder finds out the lotto ticket he/she bought the day before hit all numbers and there was one winner of 30 million dollars.

The only time I've heard this phrase in comments, it had to do with a structure that was very straight forward in its plan and required no modifications.
