I mean from the line of numbers at the top of a laptop keyboard.
I can press a 2 but when I want a " [[shiift and 2]] I have to actually shift and ' which should normally produce a @

I AM SO CONFUSED!
What can I do?

Sound slike you have not got the keyboard layout set correctly in Windows, check the Regional settings under control panel and set to your local / keyboard layout,

you can change it back by using start and control, you are using the american setting on an english keyboard. Follow the keyboard settings, hardware, properties, and delete the american setting, it should then default back to your original. I had the same problem it took me a while to sort it out. In the meantime you can use " for@ and vice versa, but as you say it is a pain.
