Well wireless still has a signal coming from it.
So the rain must be messing up the signal that the wireless internet is producing therefore slowing the connection.
You might want to ask mother nature to ease up, try giving her some candy.

Certainly! A wall of water (raindrops) will absorb/disperse a wireless signal. Similarly, wet, leafy trees are worse yet. As a rule, when working with wireless, the lower the signal strength, the slower you go, because of an increased signal-to-noise ratio (SNR).
DSL, which relies on land telephone lines, has terminals above ground everywhere, and is susceptible to moisture.

Yeah, every time it rains here, our DSL internet goes out. I assume it has something to do with the fact that some of the equipment between my house and the Central Office must be exposed to the elements. Or maybe its just a mean trick that they play on us. I don't know.

Wireless internet is very sketchy and there can be thousands of variables affecting your internet speed. If at all possible, get wired. It also depends on your service provider and if you have cable internet or not. Also, it could be your computer, delete unnecessary things and see if it helps. Bottom line is that wireless internet is sketchy.

Time Warner doesn't do direct fiber except for businesses. Fiber is also not effected by weather.
