Because it isn't foul. It is a balanced ecosystem. Anything that dies is promptly consumed by other organisms. Water is continuously moving, not stagnant. The continuous stream of pollutants going into it is, so far, small compared to its capacity. It doesn't reach extremes of temperature.

it does smell foul...........the smell of the salt is nauseating
