I don't think any one gas does all those things.

BUT

iodine and bromine halogens are used in bulbs

helium in weather balloons

and neon in neon signs of course

For regular light bulbs Argon is used to provide slight pressure in the bulb.
Weather baloons use Helium because it is lighter than air.
Neon signs use the other inert gases as well as Neon. Helium, Neon, Argon and Xenon.

Electric lamps - neon, xenon

Weather balloons - helium

Neon signboards - He, Ne, Ar, Kr, Xe

Rn is radio active and therefore dangerous.

Weather Baloons--------->Helium(being second lightest element)(hydrogen is avoided as it is inflamable)
