Can a state withhold a state tax refund when unpaid traffic tickets are outstanding or are they 2 seperate entities?

Generally yes. Many states do just that. (And in many, they don't need a formal judgement. Your failure to pay the ticket or contest it in court is prima facie evidence against you.)
