I would say football/soccer. It is played in almost every country and if you take the Sporting governing bodies FIFA has more than any other country.
The Olympics is watched by virtually the whole world but is of course made up by many sports so you cant say its more popular than soccer.
However, what is a sport? If you take countries like China or India with over a billion people and they all like say cards that could overtake soccer in terms of numbers participating.
Do you also mean popular as in participating? I think there were more Anglers fishing in th UK last year than there were footballers playing footie. However fishing you can do for a long period of time, football is usually played organised from about 8-35 on average so more people will play at some points in their lives but not at the same time.
Answer is definately Soccer!

Do you mean the most popular in terms of numbers watching, or numbers participating?

The most participated in sport in the world is angling (fishing).
then its either football or golf.
