The source of clinton's eloquence, usually, is that he is right. When he's not right his eloquence suffers. I would have to point out, however, that I think the largest poll reversal caused by a few words from some president in modern times was Richard Nixon-everyone hated him, then he went on air and said some crap about how hes a guy with a family, then everyone loved him. Terrible. Eloquent.

In delivered speeches, it's hard to tell, since all presidents now have speech writers. In casual speech, President Clinton is good. President Bush (41, not 43) is good. (How on earth could someone so worldly and refined have a son like GW?!) I don't care for President Carter, and I didn't care for President Ford. Nixon, bad. Johnson, worse. Kennedy, absolutely excellent!
I think my favorite was President Reagan, although he made more than a few mistakes. They didn't call him the "Great Communicator" for nothing. His jokes made you laugh off the mistakes. You knew what he meant.

Clinton's intelligence certainly shines through when he speaks. Kennedy was also great. Clinton wins though because he can speak better than anyone extemporaneously. An interviewer can ask him twenty questions and keep interrupting and Clinton can still go back and answer the questions point after point. No other politician can do that. Bush would forget his name if he were asked a series of questions, that's why he wore a hidden earpiece during the presidential debates..
