If you are using XP then under Control Panel go into user accounts and under that create new user account of your name with a password and create another one for your lil bro also with a password and now you both can have your own background image.

Presuming you're running XP or Vista, just set up separate accounts for each of you and don't tell him your password. Let him have whatever wallpaper he wants and you won't be bothered by it. Set a rule that you log off when you're leaving the computer.

What you can do is set up a password on your computer and put you as the administrator then set him up his own password and put him as lower then he won't have access to any new files of yours and he will have his own part of the comp.
